RULES AND REGULATIONS

I.  Participant Eligibility

A.  Driver Application / Registration - Each driver must complete the entire registration process located at the "Sign Up" page, before being allowed to compete in any event at BCR.

NOTE BCR IS A FORCED COCKPIT LEAGUE!.

1. Steering Wheel and Pedals - For "safety" reasons, each driver Must use a steering wheel and pedals to compete at BCR.
2. Microphone - A microphone is required to communicate vocally during events.  A headset is highly recommended, to cut down on background noise when you talk, however it is not a mandatory item.

A.  First Come, First Serve - During the registration process, drivers are given the opportunity to pick their number.  If the registrant picks a number which is already in use, we will ask the driver to pick a different number.You can find what numbers that are available on the "Drivers" page.

B.  Forfeiture of Numbers - Numbers may be subject to forfeiture if a driver is absent from competition for a period exceeding One Month.  If a driver knows he/she will be absent for a period exceeding one month, but would like to retain his/her number, the driver must notify an admin.  A driver also forfeits his/her number upon voluntary cancellation of his/her PayPal Donation (except when changing PayPal accounts.  To avoid confusion, please contact an admin prior to making this change).

C.  Suspension- In the event of suspension from BCR, your number will be reserved for your suspension period, and the 30 days will begin on the first day in which your suspension is lifted.

A.  $5 Per Month - Each driver is responsible for paying their $5 monthly DONATION via PayPal . Note BCR does not give refunds. Please race in the Free Thursday Series to see if BCR is for you.

• Prizes

Your $5/month Fee makes you eligible to compete in every series at BCR.

C.  Car Skins- All drivers will be allowed to have 4 car skins in there folder. In the off season you will have until the 8th of Feb to add or change your 4 skins. You will not be allowed to change or add a new skin until the end of each segment of racing. The only exceptions of course is new drivers to the league.

Car files are submitted via the Car File Manager located in the download section of the website. Car files will not be added to the server the day of any series event.

A.  Provisionals - Provisional positions are available in all BCR series. Any driver unable to make a race can ask for a provisional . There is NO limit to the amount of provisional's a driver can use for each series. The provisional points will work like this:

• In order to receive a provisional you must email BCR admins  24 hrs prior to the event. This e-mail address is being protected from spambots. You need JavaScript enabled to view it   Subject: "provisional"
• You will recieve the lowest points available. If there is more than one driver in a particular race that asks to receive a provisional, they will all receive the same amount .

• The original driver receives all points earned by the substitute.
• The Sub drivers must have the level of Racing License to racing in that series
• The sub DOES NOT have to be a paying member, he could be from the fixed series
• There is a 4 race limit to having a Sub in any of the series, 1 per segment and 1 to use when ever.
• If you are running a Sub there must be an email sent in to the admin @ This e-mail address is being protected from spambots. You need JavaScript enabled to view it 24 hours before the race.

V.  Racing Rules and Procedures

• There will be no restarts once the field as taken the green flag.
• Race will kick off NO LATER than 9:10pm est.. This will allow those with connection problems, or software issues to fix their problems.

A.  Qualifying, Starts & Restarts

1. All cars must make a qualifying attempt. If you do not Qualify you will not be allowed to race that event.
2. Starting positions will be determined by time trials.
   BCR Series Time Trial (Qualifying) Porocedures:
   
   Provisional Positions:
   Top 15 Driver in Points of the Pro Cup series will be lock in to that weeks race. The rest will have to get in on speed... DRIVER MUST MAKE A QUAL. ATTEMPT!
   A. For the first 4 races of the season, the top 15 will be determined by the previous season's final point standings. After the 4th race of the season, positions will be determined by the current point standings.
   Past Champions provisional:
   One provisional, is reserved for a past BCR series champion who did not qualify for the event. to be eligible driver must have made a qualifying attempt. If more than one driver is eligible, the most recent past champion will receive the position. If no past champion driver is eligible, the past champion provisional may be awarded to the past champion owner.
3. Starts/Restarts:
   Pole position has the dress, it will bring the field to the green flag. No one is allowed to pass another vehicle until the start/finish line. On the initial start of the race it is at the race director's discretion.
4. You Must Keep Pace Speed Until the Green Flag Drops. If you speed up once the pace car drops you must keep that speed if you slow down over 5 mph after speeding up you will get a penalty and/or Fine.
5. All starts and restarts will be double file, Until 10 to Go with lapped cars to the inside, and lead lap cars to the outside.  The only exception will be at road courses, where starts and restarts will be single file.
6. Passing is not permitted before the Start/ Finish.  Drivers MUST stay single file until after the Start/ Finish line.
7. One Chance at the Green, White, Checker. BCR Drivers will only get one chance at a green, white, checker finish.

1. No racing back to the flag, the field is froze, except for the last lap.
2. When a caution flies, roll out of the throttle - Roll out of the throttle to a safe speed and fall in line.  If it is unknown who was ahead, fall into the position in which you last crossed start/finish line.  Anyone caught taking unfair advantage of this rule is subject to penalty.
3. During Caution laps, maintain a staggered .02-.03 interval - During caution laps, stagger cars high/low, maintaining a distance of .02-.03.  
4. Anyone caught laying back for a restart with more than a .03 interval with the appearance of having the intention of getting a run on the field will be penalized for jumping the restart.

C.  Lucky Dog Rule:

BCR's Lucky Dog rule states that the first driver one lap down automatically gets his lap back when the caution comes out.

• The driver that causes the caution is not eligible to receive the "Lucky Dog" pass during that yellow or the next.• If the driver that caused the last yellow is the first car a lap down when the next yellow comes out, No one gets the lucky dog. Also if the first car a lap down in involved in the caution, No one gets the lucky dog.
• After receiving the “Lucky Dog” pass, driver must be at the “End of Longest Line” before taking the green flag.
• The "Lucky Dog" rule does not apply during the last 10(ten) laps of the race.
• Drivers who receive the “Lucky Dog” pass, must pass (with caution) the field on the high side. All other drivers go low to allow room to pass.

1. No Passing under the apron at any SuperSpeedways!!- Passing below the apron at any Superspeedway is not permitted.  If you are forced there, and advance your position, you must give the position back prior to crossing the start finish line.  If any driver appears to be intentionally forcing drivers below the apron, they will be penalized, with or without warning.
2. Bump Drafting - Bump drafting is permitted, only at Superspeedways such as Daytona and Talladega.  However, it is only permitted on the straights, and must be done in a safe manner.  If an incident occurs as a result of bump drafting, the driver who performed the bump will receive the penalty.  If bump drafting gets out of control, the officials may announce that Bump Drafting will no longer be permitted.  Bump drafting in turns, and in the doglegs, is not permitted, and violators will be subject to a penalty.

1. Drivers will be limited to the amount of pit stops they can take in a given race. The amount will be sent out with race information via email.
   • A -1 Lap penalty will be issued to a driver who exceeds the allotted  number of pit stops.
   • It is the drivers responsibility to let the admin know that he/she has taken an extra pit stop. If the driver fails to do so he/she will be given last place points or -50 point deduction, which ever is more.

1. Drivers must obey pit road speed limits on entrance and exit points.
2. When entering pits, driver must be to the left of cones if cones are present. If driver pits and misses the cones he will be issued a End of Longest Line penalty.
3. Fake pitting is authorized, however the car cannot be past the commitment line and/or cones. Once driver has crossed the commitment line he is committed to the Pitts. Failure to comply with rule will result in a End of Longest Line penalty.
4. Drivers must drop to the inside lane approximately 3 pit stalls before they enter their own pit stall as a signal to other drivers that they are pulling into their pit.
5. Any Driver Found Leaving the Pits on the inside of other race cars will be parked for the night

1. We use Ventrilo Voice Chat to Chat online to Download Ventrilo Click here.  You will need to log in to ventrilo with your user name and password that was email to you to be allowed to race in our events
2. Auto Chat - During Green Flag Conditions, drivers must display auto-chat and voice it upon pitting and exiting pit road.  This is NOT REQUIRED under caution. 
3. Voice Chat - Safety Chat only during the green flag runs.What safety chat means is the are wrecking in two yellow is out.. I have a blown Motor.. 35 pitting go high.. Admin 35 is warping.. Admin 35 self spun others involved.
4. Under Yellow Only Chat allowed is From the drivers were involved in the yellows voicing what lap and there car numbers, and to help other drivers to let them know where you are going or to be on the track
5. Unnecessary Chat - During series events, there will be no unnecessary chat, text or voice.  These chat methods are used for communications between officials and drivers, and safety chat among drivers.  During practice events, the rules are a little more relaxed, however, courtesy should be displayed to all drivers by keeping it to a minimum.
6. If any driver/admin is to flame, outburst in the voice room or chat window when in a race you may be removed from the Ventrilo server without warning, and will get a one race per series ban.

1. WARP Issues - Drivers are encouraged to announce via voice chat if they see a warping car.  Upon announcement, the officials will investigate, and if confirmed, that driver will not be allowed to pass on the inside until the warping issue is resolved. 
2. Logging in and out of servers is not allowed. 5 Mins Prior to qualifying you must stay logged in after that. Unless you are having major ping problems.
3. Server Crash Or Player Loss- In the event of a server crash. If the Race is under 50% finished we will rescheduled the race for a different date decided by the drivers, if the server crashed over 50% the race will be called a no points race. Also if we have over 50 % of player loss do to server problems we will remove all the points from that race and will rerun the race the next week. Note. if drivers have left and the server crashes before the 50% mark they will get last place points a per number order.

1. Game Imposed Black Flag Penalties - BCR officials WILL NOT clear any game imposed black flags. Only exception will be if a majority of the field receives a black flag. If this happens, the officials will through a the yellow flag until bf's have been removed.
2. When serving a stop and go penalty, you must take the green flag on track, prior to pitting...in other words, you cannot jump onto pit road prior to taking the green flag.

I.  Penalty Schedule

• Single/Dual Fault, Will be looked at .. Fine 20 Points Penalty Per Driver.
• Ten to Go Single/Dual Fault, Will be looked at .. Fine 50 Points Penalty Per Driver.
• Green, White, Checker Single/Dual Fault, Will be looked at .. Fine 100 Points Penalty Per Driver.
• NOTE:  Contact between two cars does not necessarily mean penalty.

A.  All Officials calls are final.

Drivers Meetings

• driver meeting will be held every Monday night at 8:30 pm eastern you must show up for the driver meeting to be allowed to race in the Monday series There is no driving on the track in the Driver's Meeting .

F.  Any driver who intentionally brings out a caution, drives reakless and recks a drivers night, or intentionally wrecks another driver, Can be ejected and/or subject to suspension and could lose all points for that race. Point will be adjusted to the reck at that time.

J. ANY DRIVER FOUND CHEATING WILL BE REMOVED FROM THE LEAUGE AND BANNED PERMANENTLY

VII.  Team Rules/ Winnings, Awards And Damge Cost, BCR Points System

TEAMS RULES

1. Teams will not be more than 4 drivers
2. A driver may only own 1 team.
3. Team owner must drive for the team he/she owns.

 League Payouts

• Champion - $250.00 and a trophy from league sponsor. 25% of BCR pot.

• 2nd Place - Will receive a trophy and 20% of BCR pot.

• 3rd Place  - Will receive a trophy and 15% of BCR pot.

• 4th Place  - Will receive 10% of BCR pot.

• 5th Place  - Will receive 5% of BCR pot.

• 6th - last  - Will receive the last 25% of BCR pot divided equally.

• 1st - 3rd  in the 1st, 2nd and 3rd segment of all series will receive a trophy.

A.  Penalty Percentage

1. Drivers must stay below a 30% penalty percentage
2. Percentage is determined by the of number of races/ number of Self Spins.
   For Example:
   If a driver is in 10 races and is the cause of 10 incedents, that driver will have a 100%
   If a driver is in 10 races and is the cause of 1 incedent, that driver will have a 10%
3. Your percentage will not be evaluated until after the 4th points race has been completed.
4. If you are above 30%, you are still eligible to race in all events. However
   you are only allowed one SS a race, until you are back under 30%.
5.  It is recommended that new drivers run in the Thursday series until they are acclimated to the BCR rules and procedures
   
6. All penalty percentages will reset after each segment.
   
7. BCR officials reserve the right to adjust a drivers license, regardless of stats.
